This is a really easy craft for toddlers and preschoolers. You can use whatever colored tissue paper you have in your house. I had my kids practice using scissors to cut or rip the tissue paper.

Instructions
- cut or rip tissue paper into small squares
- cut leaves and stem from construction paper
- crinkle tissue paper into small pieces
- glue tissue paper balls to large construction paper and form flower shape
